Raspberry Jelly Slice

1 packet chocolate cookies
3 packets raspberry jelly
2 ½ C hot water
395 g condensed milk
Line 16 x 26 x 3 cm pan with cookies. Mix jelly with water. Pour 1 ¼ c jelly into bowl, stir in milk. Chill until almost set. Spoon over base then chill until set. Top with remaining jelly, chill, cut into fingers.
